Instead of just providing bibliographical details of latest arrivals in the serials, provide some abstract level information/table of content, so that it will be more useful for researchers as well as for users.

Library can start an RTA section where RTAs can send their work in both digital & paper form. All this material should be copyrighted.
This will help them share their work with peers. Reviews should also be accepted from everyone.

I have a suggestion that access to libraries should be made ubiquitous i.e. anytime, anywhere access to RTAs of all the schools. This can be done by assigning a unique user name / login-id, password to each RTA. Then RTAs' can access the digital libraries when they goto other states for conferences. Other than that they may be provided with personal accounts on the digital libraries' websites if possible or found suitable. Such personal memberships will allow them to download some softwares as well from these websites.
